Training workshop on preparing shadow reports on the ICESCR Rights (23-25/10/2021)

This workshop was held from October 23 to 25, 2021 in Djerba (Tunisia), to prepare the shadow report on the International Covenant on Economic, Social and Cultural Rights in Libya under Articles 16 and 17 of the International Covenant on Economic, Social and Cultural Rights, and based on the recommendations of the Committee on Economic, Social and Cultural Rights On Libya's previous reports

Workshop Objectives

- To strengthen and develop the capacities of members of Libyan CSOs to prepare shadow reports on the International Covenant on Economic, Social and Cultural Rights, and to use the reporting process as an opportunity to assess the status of the commitment to implement the provisions of the Covenant in Libya,

- To identify the most important difficulties and challenges in the field and

- Enabling participants to develop a plan for the completion of a shadow report, based on the guiding principles and standards on the document of the International Covenant on Economic, Social and Cultural Rights, and the recommendations of the Committee on the Covenant on the third report of the State of Libya.

Participants

28 members from from various Libyan CSOs participated in theworkshop, most of whom are senior leaders in the participating organizations.

The organizations were distributed by type as follows: 07 General Bar Association, 08 organizations active in the field of the rights of persons with disabilities, 11 active in the field of human rights, children rights and women rights , one for relief, and one for legal aid,

It was distributed according to regions as follows: 07 from the eastern region, 12 from the western region, 02 from the southern region, and 01 from the central region. This means that the geographical and regional representation was relatively balanced.

Results:

- Completion of the initial draft of the shadow report on some rights. The General Bar of Lawyers pledged to supervise its preparation and follow up its implementation in partnership with the organizations participating in the workshop.
Presentation of the results of two studies carried out in the context of the project on:
- Completion of a booklet entitled “Improving the Capabilities of Libyan Civil Society in Reporting to the United Nations Human Rights Mechanisms,” which includes a study on the activities and needs of Libyan civil society organizations and the extent of their cooperation with the international human rights system, completed by Professor Islam Abul-Enein and Dr. Abdel Moneim Al-Hur. brochure titled
- Completion of a booklet entitled “Libya and the HR International and Regional Mechanisms”, which includes an assessment study of the performance and needs related to government structures and agencies related to writing periodic reports on human rights, completed by Dr. Moussa Abdallah Qunaidi, and edited by Mr Faraj Fenniche
